The review of the Creative Communities Scheme (CCS) is now complete. Thank you to all the people, particularly local CCS administrators, who provided valuable information and who have helped shape the outcome of the review.
Why the Creative Communities Scheme was reviewed?
Since the scheme began 15 years ago, much has changed in the local government environment. The review was carried out to determine how well the scheme is working, who is benefiting, and how it meets Creative New Zealand’s strategic objectives as stated in Creative New Zealand’s Strategic Plan 2007 – 2010.
The main outcomes of the review
The review confirmed that one of the scheme’s main strengths is the relationship between Creative New Zealand (CNZ) and the 73 Territorial Authorities (TAs) which administer the scheme locally. Through this relationship the scheme gives communities throughout the country the ability to make local funding decisions within the broad scope of the scheme's funding criteria. The review affirmed that the TAs are the preferred community arts providers for the scheme. It also found that:
- the purpose statement and criteria need to be clearer
- contractual arrangements, monitoring and reporting can be made simpler and more efficient
- the number of funding rounds can be standardised
- CNZ will provide more support and training for local CCS administrators and assessors.
What the review covered
A number of different areas were considered as part of the review, including:
- the funding criteria
- the number of funding rounds held annually by each TA
- monitoring procedures (incl. CCS assessment committee updates)
- ways in which CNZ can enhance its level of support for administrative and assessor training needs.
What now?
Nothing will change immediately; existing CCS contracts will be rolled over until 1 July 2010. Any changes to the scheme (except funding allocations, see below), including changes to contracts, will be discussed with CCS administrators beginning in July 2009 and will take effect from 1 July 2010.
Allocations for 2009/10 have been adjusted to meet current census information. However, Territorial Authorities that have experienced a population decrease will maintain their current level of funding.
