Creative New Zealand has embarked on its scheduled review of the Recurrently Funded Organisations (RFOs). This is the third of three funding programme reviews that Creative New Zealand undertook to complete as part of its 2007-2010 Strategic Plan. Discussion Paper
As part of this review Creative New Zealand has published a discussion paper to generate discussion and feedback on its funding model for RFOs.
The paper outlines four potential approaches to Creative New Zealand’s long-term investment in arts organisations, as well as improvements for a proposed multi-year funding programme.
Creative New Zealand is seeking feedback on four key areas:
- Alternative approaches to the funding model
- The purpose and eligibility requirements for multi-year funding
- Priorities for investing in arts infrastructure
- The introduction of funding formulae as an element of investment decision-making
At the end of the paper is a questionnaire that seeks feedback on ideas raised in this paper. The questionnaire includes a mix of tick-box questions and open ended questions.
The deadline for feedback is 23 April 2010.

Background to the review
In October 2009 Creative New Zealand commissioned Wellington consulting firm MartinJenkins and Associates to conduct an independent survey of RFOs to establish their views about the current RFO programme. You can read their summary report on the survey here.
The survey indicated that RFOs find the current programme is only moderately aligned with Creative New Zealand’s direction and that the RFOs support change and clarification of the programme.
Creative New Zealand welcomes this feedback and we are committing to the next phase of consultation on the basis that material change will be timely and beneficial for the arts and for New Zealanders.
Next steps
Our current funding arrangements with existing RFOs will end in December 2011. There will be changes in the levels of funding to organisations and there may well be changes to the mix of organisations we support.
Creative New Zealand expects any changes resulting from the review to come into effect from January 2012 and will work through transition issues during 2011.
